From 1971 - 1988, Mr. Swartz served in the United States Marine Corps Reserve (Active Duty 1974 - 1978) achieving rank of Major assigned to the Office of the Judge Advocate General of the Navy in Washington, D.C., serving in the Torts and Claims Branch as a Claims Attorney defending the United States in medical malpractice, aviation, and general negligence claims and litigation arising throughout the world under the Federal Tort Claims Act and Military Claims Act. Mr. Swartz also served as a member of the US Navy's 3-Member Foreign Claims Commission to adjudicate claims of foreign nationals under the Foreign Claims Act.
